DESCRIPTION:The Hollister, Salinas and Carmel ARC offices will combine
  personnel to conduct the annual ARC Shelter Functional Exercise using
  a realistic disaster event scenario, actual shelter clients to proces
 s at a ARC shelter, ARC and San Benito County Amateur Radio Emergency 
 Services (ARES) frequencies (auxiliary communications) will be used, b
 ecause the land line and cell phone service (simulated) will be non-op
 erational. Simultaneously the Monterey County Amateur Radio Relay Leag
 ue (ARRL) ARES operator's will be conducting their annual Simulated Em
 ergency Test (SET) staffing up as many served agencies as possible. Ex
 ercise logistics messages will be exchanged from San Benito to Montere
 y County and possibly to San Cruz County utilizing ARRL Radogram proto
